Q The Arts Council believes in great art being for everyone but is that a realistic aspiration in difficult economic times?
A Great art for everyone is an aspiration and a great mission. It doesn t only depend on pounds and pennies but what every community does and how all the arts organisations reach out to all the people they can connect with.
  I think we have a massive opportunity with the digital revolution to distribute art in a new way and bring art to more people in new ways that have never been imagined before.
  That s not to say these aren t tough times but it s not just a question of money. But just because there isn t as much money around doesn t mean that our objective and mission of great art for everyone will be defeated.
Q How important is it for local authorities to work with the Arts Council in supporting the arts?
A This is my most immediate priority. There is pressure across the country on local authorities and one or two have threatened to cut 100 per cent of their artistic expenditure. We are partners with virtually every local authority in the country. We are co-funders of museums, festivals, galleries and theatres,coach outlet. We can find new ways of running them if we have to and a lot are run by brilliant entrepreneurs who are finding imaginative ways of boosting revenues. But we can t fully replace local authority expenditure and if one says that s it we are out then that s a crisis. At the moment that s not happening. Local authorities spend slightly more than we do and there is the real prospect of 20, 30 or even 40 per cent of that disappearing in the next two years. A I never use the word subsidy as I see it as a rather passive word. I do talk about investment. Even if you take theNational Portfolio Organisations (regularly funded bodies such as Curve in Leicester) of which there are 695 with £340m a year at the moment invested in them by the tax payer our money only accounts for one third of their revenues. So every one of these institutions has come up with other revenue streams. It s the Arts Council s money that enables the rest. It s a relatively small amount of money (a ha ppeny in every pound of Government expenditure) but it creates a very big result. Think of all the individuals who are employed, all the organisations benefiting directly and all the pubs and restaurants that rely on arts organisations to draw in people. We don t put money in the arts for an economic outcome, we put the money in for all the intrinsic benefits that culture brings. Q Have we got the balance right between investing in the key institutions in London and in regional cities such as Leicester?
