It will probably come as a surprise to most Floridians that the state of Florida has been without an agency to oversee the state’s information technology policy and administration for the past year — and without a state chief information officer (CIO).
The previous agency that served in this capacity — the Agency for Enterprise Information Technology (AEIT) — was defunded by the Legislature a year ago, and hence ended,chanel bags.
If the state of Florida were a corporation, it would be high on the Fortune 500 list. I think we can agree that no large corporation would operate for very long without an organization and CIO responsible for IT at the corporate “enterprise” level. IT should be treated with the same importance and urgency by the state as by any large corporation.
The good news is that there is a bill before the Legislature (SB 1762) that would create a new “enterprise” IT agency,Louis Vuitton Online. More importantly, this bill will provide the needed authority for the new agency to be effective — which the AEIT did not have,Louis Vuitton bags. This legislation will empower a new single agency to be responsible for many of the IT operations that are common to all state agencies. This is something that has been sorely needed for decades.
The state’s current operational model is simply not effective.
There are numerous operational systems (or sub-systems) that are not core to agency missions that are still housed in many agencies. These include some human resource and financial systems and utility-type systems and processes such as data centers, email systems, the management and deployment of personal computers, printers and cell phones, technical help desks for state workers,Coach Outlet, and the operation of mail processing centers. These common functions are referred to as “enterprise” functions.

Some of the better known enterprise projects include the state’s HR system (PeopleFirst), a statewide financial system (Aspire), the consolidation of state data centers and, most recently, statewide email (Enterprise Email). These projects failed (or struggled) in large part because the state was attempting to do things that did not line up with its organizational structure. Two decades ago, perhaps the lack of an enterprise approach to IT for state government did not matter quite so much due to limitations of technology.

This is what the Legislature has the opportunity to fix at long last.
The previous AEIT had the correct name — the Agency for “Enterprise” Information Technology. However, it did not have the correct authority. As a member of the Florida TaxWatch Cost Savings Task Force for three years, a member and past chair of the Associated Industries of Florida IT Council and, most importantly, a concerned Florida citizen, I applaud the Legislature for putting forth a bill to create an agency for “real” enterprise information technology — with “real” authority.
